      Is a setup like this possible?

      2 ISP's, one providing local bandwidth only, and the other international bandwith. I have a list of ip address ranges and subnets that are for local (South African) destinations.

      So the one ISP must be used to route all local traffic based upon a (long) list of rules of locally ip addresses, and the other isp must route the rest of the traffic.

        Yes, you can do this, add the ip's to a alias, and make a rule that has destination to that alias –> route to wan1 or wan 2 respectively.
