Please wait while the update system initializes - tried already some suggestions - no luck

Hi,
after a crash I had to install my pfSense VM (on Unraid) again, because the VM stuck in a boot-loop. I created a new VM and installed 2.4.5 again with a basic configuration. It worked fine. It tried to update to 2.5 and it crashed and it stuck in something like "executed getty to often" - sorry, I haven't noted it, but that's not the important part.
I installed 2.4.5 in a new VM again and ignored the proposed update. Then I wanted to install pfBlockerng and it doesn't work. It stuck at the message "Please wait while the update system initializes".
I searched the internet and did already the following:- Deactivated/blocked IPv6 traffic
- Executed the command "pkg-static clean -ya" and it deleted some stuff
- Tried to install a random package and see if it works, but no luck
- And of course a reboot of the VM
There is no message in the sys log either.
And to be honest, I don't want to upgrade to 2.5, because I want to avoid a similar crash like before (it was a plain vanilla installation of 2.4.5 in the update destroyed it completely).
Do you have any ideas?

Hi a lot of times this is related to
DNSproblems. In my case onDNS Resolver > Network Interfacesit was missingpfBlockerNGDNSBL interface
