2.5.1-RC IPv6 still bugged with Multi WAN

After all the trouble with 2.5.0 STABLE I decided to go for the 2.5.1-RC. Now my default gateway works but I don't get a IPv6 address with my primary WAN (igb5). I'm using Multi WAN as failover with one cable line (Dualstack) on igb5 and one DSL line (Dualstack) on igb3. LAN is igb4.
Previous versions after a reboot at first die igb5 cable line got configured and eveything was fine. Now the igb4 DSL line first gets configured. This results that the dhcpd6 client mixes the interfaces all together as it seems. I'm getting these logs:

I have to kill all dhcpd6 service by using "killall -9 dhcp6c" and then reapply the primary WAN (igb5) interface to get it working again.
Sometimes this bug appears with older versions aswell but not after every reboot. The bug report is open since 2016 but nothing changed: https://redmine.pfsense.org/issues/6880
How can I change the configure sequence at boot back to that igb5 is getting at the top?
