    Traffic Limiters not working on NAT rules in 2.5.0?

      Hey everyone,
      I was wondering if anyone else has experienced this issue where setting a traffic limit on a NAT rule causes traffic to drop? I'm trying to set a limiter on my reverse proxy NAT rule but when setting a limiter it appears that traffic isn't making it through. Removing the limiter and it works correctly. I think it's similar to this bug that was solved 4 years ago - https://redmine.pfsense.org/issues/4326

      how to replicate:

      1. create a port forward rule on pfSense.
      2. create traffic limiters (i've tried different algorithms).
      3. set traffic limiter to IN/Out NAT rule on WAN.
      4. Try to access remotely (e.g. mobile phone on mobile data).

      The reason i'm trying to do this and have done so in the past is because I host a few services such as Plex that go through a reverse proxy for family but I want to limit it so they don't max out my upload speed (only 10Mbps upload unfortunately). This has worked in the past but since the 2.5.0 update it hasn't.
