Odd delay to get internet after connecting to pfsense network..

So im using a dell r210 server for my pfsense box. and noticed that now when i have this outbound rule to random change between public address.. When i initially log on to the wifi that has the pfsense network. I get an address no problem but it takes about 10 seconds or so before the internet starts to actually work. I was wondering if there was some insight on where i could look to see what the problem is.

just to mention on that same access point on another vlan thats coming from an edge router x. the internet works right away.
