Issues after upgrading to 21.02 from 2.4.5 - restored - still have issues

I tried upgrading my XG-7100 1U to 21.02/2.5/whatever. Not much worked and couldn't get a workaround in time. I have a memstick of 2.4.5 and known-good backup config. After restoring to 2.4.5 and getting the config in, I can't get the Web Configurator to load. Getting this error;

I was on the phone with support and they recommended I add a line to the config file to point my update channel to 2.4.5. But this also didn't work.

I've tried multiple USB drives for the restore and 2 different backup config files.

Any ideas?
