Wizard default settings question

hello, noob here and i got a question about the settings the traffic shaping wizard made
for the queues, why are the bandwidth settings all set to 1% rather having a total of 100%?
is this value the lower limit of the bandwidth given to the queue?
if not, im not sure if i understand how it works, and in that case, can someone please explain it to me or point me to some documentation where it would attempt to explain it
