Do you have traffic shaper enabled??…If so what is your bandwidth set in the shaper?

PLEASE search before posting!  Try terms like 'slow' 'squid' 'slowdown' 'proxy' .  If you still don't find what you're looking for search the package forums for loader.conf

My first question is how to do you know the content is cached?
If your uncertain, use firebug add on firefox. There it shows the content header if "X-Cache HIT" means its cached otherwise its MISS(uncached).

Try to check the configuration of your squid too. Set it to LAN not WAN.
