    Clean install with config.xml doesn't restore packages

      Noticed this today when doing a clean install. I downloaded the 2.5.2 image and added my config.xml from my backup and installed. System booted fine, all configs were there, however packages added were not installed. Service Status on the Dashboard just showed a bunch of down services.
      I took my config.xml and just did a restore, which rebooted the system and all missing packages were restored. Now everything looks normal.
      Curious if I did something incorrect, or if this is a bug of some sort.

      Also noticed Disk Usage lists /var several times now, something that didn't happen with 2.5.2 prior.

      Lastly I noticed that despite using pfSense-CE-memstick-2.5.2-RELEASE-amd64.img.gz console seems set to serial rather than vidconsole... not sure if that has anything to do with config.xml being used vs. a clean install.

          Still an issue in March 2022, I'm not sure why the whole restore process is a mess and extremely confusing and to be honest absolutely downright stupid.

          It's like a restore process from 2005... MAKE IT USER FRIENDLY NETGATE!

          Better yet, add progress bars, because sitting to a blank screen for an hour to see if this config worked is absolute insanity, EVERY config should restore. such flaky software.
