Can I use Ipsec VPN for end users and use it for Site to Site

Hi Sorry, if this is a daft question...
We currently use an Ipsec VPN for our remote workers.
We have a potential need to stick a NAS in a remote location to host some offsite data.

Is possible to have a client based ipsec VPN and a site to site VPN ?

Is it just a question of creating a new P1 / P2 tunnel ?

There is no problem creating a separate site to site tunnel.
