Traffic shaping via VLAN with Voice priority for branch offices

I work for a non-profit Community Action Agency and we currently have two branch offices connected to our main site via ATT ASEoD fiber. We use older Cisco routers but need to get higher throughput and Cisco is expensive. I need to do the equivalent of the following: VLAN 11 needs limited to 100Mb/s from main site to branch1 (reverse direction is same speed). VLAN 12 needs limited to 250Mb/s from main site to branch2. Both need to give priority to voice traffic. In this case the routers are not connecting public Internet traffic, just site-to-site traffic for our voice/data. What is the best way to implement this using pfSense? Thank you.
