I had pfSense on a HDD and wanted to move it to an SSD.
I have not found a guide in the net.
So I backed up the configuration, installed pfSense from scratch and did the restore.
At this point the problems emerged because obviously with the new installation there were no additional packages.

At the moment I have solved it by reinstalling the packages and doing the configuration restore once again, but I am not convinced that it is the right thing to do.

Isn't there a guide or some "best practices"?

Read this Automatically Restore Configuration During Installation where you will find :

When an entire config gets restored, pfSense will install all packages not already present.
        This takes some time.

I never saw it, but I guess it's somewhere indicated on the dashboard that it is re installing them.

Btw : before "swapping drives" wouldn't you read Backup and Recovery ?

The Netgate > pfSense manual is easy to find ... I thought.

No "help me" PM's please. Use the forum, the community will thank you.
Edit : and where are the logs ??

Packages in the config should be automatically re-installed when you restore it. As long as they exist in the version you are restoring into.
You should see that in the system log.

Sure, I've read Backup and Recovery, but I can't find anything that addresses my problem.
I did a full backup just before changing the disk and the restore with the new disk.
As I wrote, I had to install the packages again.
Then I did the restore again to load all the settings again

I have only seen that if you start the "new/restored" pfSense wo having internet connected.
Then the packet install gives up after some time.

It can sometimes fail if the initial restore sets an invalid pkg repo or if the installed version needs to pull a repo update before it can access them.
However if that does happen you should just be able to restore the same config again and it will work the second time.
