How does Reset All States work?

In case when backup WAN2 is active, and later WAN1 recovers, is it possible to reset all states when failing back to WAN1? This will make sure persistent connections won't stay on WAN2 (LTE: slower, more expensive, limited quota).

      Reset All States
When set, if an interface IP address changes, the firewall will reset the entire state table instead of only clearing states for the old interface IP address.

In this case, the WAN2 IP address doesn't really change, so it doesn't seem to work. Any other options?
