This has been asked a number of times, and the answer each time has always been the same -- (paraphrasing here a bit) "... at some point in the future ...". That's going to be the best answer you will get here. Same as asking when the next release will be published. The Netgate team is not going to give out an absolute date, because as soon as that date got missed, there would be complaining. Of course there is some complaining about having an indeterminate date, too. But I guess they just don't want to be pinned down.
I'm not a Netgate employee, so I can't answer for them. But I have seen your question asked over and over by others on this forum since the day pfSense+ was announced, and no definitive answer has ever been given. Therefore I wouldn't expect one.
At some point in the future, there will be an announcement and that's when pfSense+ will be available for third-party hardware.

Eh, never say never... The original blog post said "by June 2021, if not sooner" which his why "as soon as that date got missed, there would be complaining." :)
I'm still not sure there are significant differences between the two (yet), but it's nice people want to support the project/Netgate.
