WAN link up not detected

I have installed the 2.5.2 version of pfsense. When I set the interfaces the WAN does not detect a link up but the LAN side does I have tried switching them and the same happens so I know that the ethernet ports are working. So far I have tried most combinations of power cycling the modem and pfsense box but the general procedure that I'm doing is unplugging the modem waiting 5 minutes and then starting the modem and the pfsense box and still no WAN link up detected. I can plug the cable back into my old router and it links up right away so I know that the cable is good. I have also tried a usb to ethernet adapter and it still does not detect a link up. I also called the ISP and they say that with a power cycle I should be able to switch to any router that I want. I did do a test with a very old embedded pc as a proof of concept and I did get it to fully work. So does anyone have any helpful tips and tricks or see something that I'm doing wrong?

What is the modem? What speed does it normally link at?
What type of interfaces are those?
I assume you've tried swapping the cable?
Can you test putting a switch between the WAN and the modem?
