Multi-Wan Limiters Configuration on Floating Rules

Hi, we have Multi Wan Setup 4 WANs with the same bandwidth (25mbps). we running all tier 1 Load Balancing and has a Lan rule to push all the traffic on the LB. Now we want all DHCP clients/IPs (Aliases Created) will only have 35mbps each.

How to create a floating rule that will limit all the clients/IP.
