You can only obtain pfSense+ images (the new name for what was once called "Factory Edition" pfSense) directly from Netgate.
You will need to make a request here: https://go.netgate.com/. There is no fee required, nor is a support contract necessary. Register with an email address (hint, do not use Proton Mail as the spam filter will not let you in), and then request the image you want. You will need to supply either the Netgate Device ID or the serial number of your SG-4860 in the request. Expect a reply very quickly after submitting your request. Most everyone has found them to be very responsive.

@lralvarez what @bmeeks said - but why would you want 21.02 vs 21.05.1 which is current? Running 21.05.1 on my sg4860..
They normally respond with link to image and instructions within a few minutes.
