I'm a new guy and as a new guy know I need to follow the steps for install, step by step. However what the step by step says when using RUFUS to create the bootable disk and RUFUS are different. I triple checked to make sure it wasn't a new guy not seeing what was right in front of me.

Is it possible someone could look at those step by steps and update stuff like the RUFUS steps?

Of course I figured it out. Switched to Win32 Disk Image. But have the thumb drive ready to roll.

I always recommend using Etcher to write the image to USB. It can write the compressed image directly so that eliminates any decompression issues. It runs in pretty much any OS.

Once you have the image on a USB drive though just boot that on the target device and follow the instructions on the console.
