Ipsec tunnel IKE v1 vs IKE vs2 + tunnel uptime

Hello guys.

I want to know who use IKE2 for ipsec.
I mean,is it really better and got more security features?
I got ipsec beetwen Fortigate 80F and Pfsense 2.4.5-RELEASE.

Second question is about tunnel uptime.
As I understood both sides of the tunnel in case Internet got down trying to bring up the tunnel for several times.

Lets imagine situation- internet was down for 12 hours.Is that mean tunnel won't bring up automatically?

4.For some reason after pfsense reboot,it doesn't bring up Chield SA entries.
Maybe,I haven't noticed some mark to bring it up automatically?
