1º Tenho um Pfsense OpenVPN na Matriz e queria colocar outro Pfsense na filial, os usuários já conectam pela vpn na matriz e agora vamos precisar acessar outros arquivos na filial. Não sei se essa é a melhor maneira de se fazer isso ou se é possível.

Olá, é possível sim faz um Site-to-Site entre filial e Matriz. O restante é só configuração de rota, nos clientes.
