    Packet loss when downloading

      Hi guys,

      I have a really annoying problem with packet loss on my WAN line when I start downloading something, even with speed limiter.
      My internet connection is VDSL line with 90/13Mbps, these speeds are real and I can get it with speedtest when line is not loaded.
      When I start downloading something (uplay, steam, origin...) with full speed the internet in my house is useless and packet loss will hit 20-30%.
      When I limit downloading speed to half of my download capacity I still have +-10% packet loss and internet in my house is still useless.
      From what I read on the internet packet loss is not normal even with fully loaded line.
      Can you help me with diagnose what this problem can cause and help me with elimination pls?
      Can this be solved with some traffic shaping?

      On the picture I'm downloading game on uplay with speed limited on 4MB/s:

      pfSense v2.5.2 running in Hyper-V on Windows Server 2022
      No traffic shaper configured
      Telekom VDSL Line 90/13Mbps
