Obviously the long term solution here is to switch to a provider that doesn't have such an inconsistent connection. Until that happens, I need to make the failover work better.

Scenario is, we have two ISPs. The Main is the ISP with the lossy connection. The secondary is a cellular 4g / lte failover device.

The Main ISP's packet loss will jump around rather wildly. It wille be 0% for a minute or two then might spike 20% for a few seconds, then settle down. This creates a difficult automatic failover situation.

I need the router to clear existing states when we kick over to cellular backup. There is a setting for that in System -> Advanced -> Miscellaneous. The problem is that, as best I can tell, that feature clears ALL states, not just states associated with the gateway that got marked down. That's a pretty serious problem for this type of scenario.

Is there a way I can make the gateway group wait at least 5 minutes or so before bringing the main ISP gateway back up, even if it's packet loss statistics have dropped back to a status that would be considered "up"? I can't be clearing my state table every 90 seconds when the main ISP is having it's issues.
