Route monitoring and failover with satellite connection

Hi Team,
I am working on a test setup with a dual (tripple kind of) WAN setup, primary connection via Satellite, secondary via 4/5g router but for testing I also have a VDSL connection added into the mix.
I'm having a few problems that I think are linked to the normal ping times on the Sat connection being higher than "normal". We are currently stable at around 600-800 ms.
With the default gateway set to the Sat gateway things work as expected. However as soon as I try to use the Sat connection in a gateway group I start to have problems.
I have setup a Gateway group with Sat in Tier1 and 4g in Tier2, VDSL on Tier3 and have tried all of the trigger levels except member down. No matter which one I select the group always drops straight onto Tier2, totally skipping the Sat connection. If I simulate a fail / recover on the 4g router the system moves to and from Tier3 without any problems.
So, I guess I have a couple of questions.
1/ Can I tune the "High Latency" trigger to be different values for different gateways.
2/ Anyone know why, even if I select packet loss, the system is choosing to drop the Sat link (which isn't loosing packets but does have a high ping).For the record, the test rig is currently on a SG1100 but I'm going to swap a 7100 in today to see if that has any impact. (but I don't think it will)

three internet connections are delevering to you?
3 x 1 GBit/s or less or more? I think the Negate 6100
will do the job with ease for you! Also a small APU4D4
can be enough, if you have not so high WAN throughput.
