Is it possible to shape Steam traffic?

Hello,
I ask this question mainly in relation to fq_codel but if any other approach exists I'm happy to learn. I'm able to configure fq_codel that works for me even for heavy torrent traffic (tip - good way to test it, is to use https://haveibeenpwned.com/Passwords password list - big file with many sources). But from what I see Steam traffic is like DDoS or it ignores TCP way of natural speed shaping or ECN packets. Thanks to fq_codel I'm able to have working network during long Steam downloads but pings to gatway are getting very large so gateway monitoring sometimes is a little bit angry :).
For context I'll add that I have 500/30 Mbps connection. I am not really asking for specific configurations with detailed parameters. We have a different hardware, ISPs, etc, so I believe that it would be better to understand the problem first. I think that this type of traffic and the problem with shaping it gives big opportunity to learn from others. Also problem might be caused by my ISP so it would be good to learn how to really measure it.

@tomashk, the more aggressive the download is, the more bandwidth you'll have to sacrifice in order to keep the latency under control:

@thiasaef Thank you for suggestion with further limiting download speed. I will test it after weekend.
Also is this graph from Flent? It seems to me that I should eventually learn this tool to better understand the impact of configuration changes. But first I need to arrange for a device fast enough to act as a server for this test.
