Inconsistent Port Forwarding Results

Hello, and thanks in advance for your time and any help/advice you can provide.
I am working on port forwarding for a gaming server on my home network (Minecraft, TTT, ARK). I was having trouble getting port forwarding to work, followed the troubleshooting guide, and got one of my port forwarding rules working. So, now my friends and I are able to access the minecraft server on port 25565.
What I did next was copy the rule created and was working for the minecraft server, then changed the ports to correspond with the ARK and TTT server ports. Start either or both servers, but the ports are still being blocked.
I have tested this with the server's firewall on and off and the results are the same leading me to believe that this is an issue with the firewall and the NAT rules.
My question is this: if I successfully created NAT forwarding rules that work, have an app that's listening on those ports, change those port number to the app listening on those ports, what else could be blocking my traffic?

@mistermince Have you opened the ports on the firewall rules as well or just created the port forwarding rules?
Can you post screen shots of you rules and port forwards?
