      When I manually renew acme certificates, the old certificates remain in effect until reboot.

      The installed acme package version is 0.6.10_1

      ... This does not pertain to the webgui cert, as discussed here

      Is it necessary to enable this shell command for each cert?

        /usr/local/etc/rc.d/haproxy.sh restart

        Yes you need to set the action on the cert for whatever is using it so it starts using the new cert.
