iOS Alway-On VPN // Traffic Stops When Switching Between WiFi and Cellular

I am trying to setup an always on VPN for my younger kids iPhones. This will make sure they are always routed through my pi-holes and filtered internet I have setup for them at home.

I was able to get their phones in supervised mode and created a profile for the always on configuration. I used the same settings for WiFi and Cellular and the phones will connect to my VPN and receive the same IP address on both the WiFi connection and Cell connection.

Everything will work for a while but then then traffic will stop. The connections remain but there is no response. I can usually make this happen by turning off WiFi. It will take seconds to minutes for the connection to start passing traffic over the cell network.

I have a unique Pre-Shared Key for each phone.

Does anyone have a working configuration they can share for doing this?
