DHCP Failover Peer with CARP

Have an odd situation where my two firewalls at the site are not allowing more than one of the DHCP scopes to go into a normal state, but rather only allows one of the scopes to go into a normal state and the others into a partner-down state.

You can see this in the screenshot above. For each scope, I am using the real IP of each interface, not the CARP address and not the HASYNC Interface IP. Anyone else experiencing this or am I just the only crazy one?
