Budget for a simulated network

HI everyone,
I'm a student who is working on a pfsense project and I need to make a budget for a pfsense machine which gives service to a LAN with 160 ips. It also uses squid to monitorize and block different http/https traffic.
The main issue is that I can't simulate the traffic of 160 ips and I don't know which hardware specifications I need for the pfsense machine.
Moreover I don't know if I shall look for a cloud machine or a netgate device. -

Just a swag, but if you can create a script that simulates the traffic of 1 machine, then it is a "simple" matter of spinning up VMs.
Ubuntu server happily runs with 512MB RAM provided you are careful, no GUI. There are other Linux choices that might be better.
If you need a GUI or Windows you dramatically increase the RAM requirements. My guess is you will be RAM limited if you try to use 160 VMs. -
Yeah, more info needed, mostly: what bandwidth is this expected to pass?
Also, what is it connecting to?
