Limiter issue

I’ve had an issue with enabling a traffic shaping limiter using this guide https://docs.netgate.com/pfsense/en/latest/recipes/codel-limiters.html
Everything works fine until I enable the limiters rule. Once I do that, I can run a speed test and it will show the download run up to 30-170 Mbps then freeze. Then it will wait a few second and say the test failed. If I disable the rule there are no issues.
I’ve reverted pfsense to a clean install plus the limiter and it works. I’ve slowly added portions of my completed install with the restore tool and it seems to start showing issues once I add in the interface section. I have four interfaces, wan, lan, and two vlans on the lan interface. I’ve tried reassigning the interfaces to different ports with no luck. I’m thinking it is a configuration issue and not a hardware issue.
Any guesses where I should focus or a troubleshooting process?
