after restore missing register page

After factory restore, I restored backup xml file. System shows Netgate pfSense Plus and Netgate Device ID and serial number, but the System -> Register page is missing. Is this correct and if not how do i restore this page?

@videojohnh This was not an upgrade, the version did not change.

@videojohnh I'm pretty sure it doesn't show if you've already changed to Plus. It doesn't show on a 3100 I just checked.

@videojohnh The Register page is only on a CE installation, not plus.
