    Packages don't restart after reboot on 23.01

      I have noticed that most of my installed packages do not start automatically after reboot.
      I first noticed this after the upgrading to 23.01 stable the other day, but at that point I simply left it to a package reinstall issue.
      Now I have tested this a few times and I have also gone back and tested on 23.01 RC (20230202.0019) where I see the same behavior.

      The issue applies to the following packages which I happen to have installed: pfBlocker, suricata, syslog-ng, vnstatd, wireguard and zabbix-agentd. There are no errors and there is no problem starting them manually.
      I also have shellcmd, status_traffic_totals and system_patches installed but these do start after a reboot.

      A full shut down and start up does result in packages starting up normally. I have also tested on 22.05 and there things work fine and all packages start up normally after reboot.
