Netgate 2440 - Download speed throttled

I received a lightly used SG2440 to test pfSense out with. It had been running 2.3.3 CE and was unable to detect updates. I was also getting extremely neutered download speeds. Support sent me a pfSense 22.05 for this unit to reinstall which I successfully did last night at home.
The unit can now detect the update is available for 23.01 but in my initial testing, I'm getting 2mbps down and 30 up. The upload speed is definitely correct but the download should be reaching near 100mbps. I suspected it may have something to do with double NAT so I tested it today at my office on an available static IP from my ISP. However, I'm still getting the 2 Mbps download speeds on any speed test I've tried. Downloading a 6MB file is coming in at kbps levels and estimating hours to complete.
I have literally set up nothing except the initial wizard and I can see it auto negotiated my WAN to 1000basedT full duplex. What the heck am I missing or is this just defective hardware?

@lparker it’s not usually difficult…! Try:
Different patch cable
Different port (just reassign)
Switch between router and ISP routerI’d say check for traffic shaping but a new install would not have that.

This would be the first thing I would try. Easy enough to do under Interfaces->Assignments.
A quick "ifconfig" and look for errors would also be a first thing to try.

Ironically, it's the laptop I was using at both locations. My desktop works completely fine behind it. More interestingly, the laptop works fine when connected to another switch/network.
I'm thinking there was some kind of duplexing issue happening.

In the past, at different $WORK places, phys for NICs can get weird.
Sometimes, if you set one side fixed, say 100M, Full but the other side is set to autonegotiate, the speed can get figured out but the duplex can't. It's the way the hardware works, so you wind up with one side Txing at 100M,Full the other side receiving at 100M, Half. That cuts your speed right in half easily. Most modern sw that lets you "fix" a port, actually winds up simply restricting the autoneg options.If you add a switch in between the laptop and it works, then I would check things like "fixed" or "autoneg".
Cables could affect ability to autoneg, especially at the higher speeds.
