I had dealt with the same symptoms before: No available packages at all!
Then, however, the situation was different. The device is a Netgate 2100, which at the time was on pfSense+ 22.05, and GUI updates were disabled, because they caused problems. What is different today is that this Netgate 2100 is at pfSense+ 23.01:

Thus, I know that this is not an update server issue. I also know that the 2100 was able to reinstall the previously installed packages successfully, after it had completed the first boot-up subsequent to the 23.01 installation.
What could be the problem?
