I recent upgraded my box to pfSense+ and I have having trouble with the package manager now. When visiting the Available Packages tab, the list is empty and no packages can be installed. If I try to reinstall packages I get the following error:

WARNING: Current pkg repository has a new PHP major
version. pfSense should be upgraded before
      installing any new package.

I have found that to resolve this temporarily I can go to System > Update > Update Settings > Save and then reinstalls work and the package list appears correctly. This does not last though and I will have to do it again. My update settings also still has the "Choose "pfSense Plus Upgrade" to upgrade to pfSense Plus®" text.

I am on pfSense+ 23.01, upgraded from pfSense CE 2.6.0

        Probably this: https://redmine.pfsense.org/issues/14137

You can remove the upgrade repo data using the command shown there.

@stephenw10 Looks like that did the trick. Thank you!
