Limiters only applies for in-pipe and not for out-pipe

Hi,
I configured and applied two limiters to the default rule in the LAN tab.
The problem is that traffic shaping only applies in incoming pipes and not in outgoing pipes.
Rules are configured also in By interface tab, could they interfer the value set for the limiter?
Or what could be the reason for this behavior?
