    Can't find anything in the documentation...

    1. Can anyone please tell me if all notes from Note package are backed up and fully restored with system restore from a backup? (Assuming 'Do not backup package information is Unchecked.)

    2. Maybe obvious, but need to be certain: Alternatively, does simply rolling back configuration change the contents of Notes. E.g. Are Notes made after the configuration rolled back to time still there?

      Yes, notes get base64 encoded and added to the config file:

      		<notes>
      			<config>
      				<title>Test Note 1</title>
      				<category>Tests</category>
      				<notes>VGhpcyBpcyBhIHRlc3Qgbm90ZS4=</notes>
      			</config>
      		</notes>
      

      So, yes, if you roll back the config you would lose any notes that had been added after the backup.
