Local Pfsense to Vulture CloudInstance

So im trying to move my pfsense to the cloud because im just having to many issues where my current pfsense box is regarding the internet provider and I keep losing all my wireguard vpn connections. I was trying to just export and restore. but right after the restore I can not seem to log back into the the cloud instance. in the console on vultr I set the wan interface to use dhcp again and in the back from my local box I have my public IP allowed to access the wan. But I still cant seem to get back into the box on vultr after the restore has taken place. Is there anything else I should be doing to make sure im backing up properly.
