Notifications went 2nd wan goes down?

Hello.

I have a dual wan setup, FO/LB working.
My default gw is my FO following the docs.

Now, went my wan1 is loss, I receive my notification(telegram), but went my wan2 goes down and my wan1 is online I don't, this is how it works?

Pfsense 2.6.0/2.7.
