High latency gateway

For several weeks now, pfsense is reporting 800ms on my gateway, 40% packet loss and status "Offline, Latency".
A Windstream Kinetic [ISP] technician came by and replaced my hardware near the street but said all metrics are OK. He even conducted his own trace route but it was to a private IP and said it's hard coded that way in his handheld device.
Is this an issue?

Change pfSense to monitor 1.1.1.1 instead.
The device with high latency may be busy and ICMP is not a priority.Thanks
