WAN interface disconnected that cannot failover (Virtualbox)

Hello,

I am using Virtualbox 7.0.
1. Shutdown primary can successfully failover.
2. LAN disconnected can successfully failover.
But WAN disconnected cannot failover, both firewall all interfaces Promiscuous Mode is Allow All, please help.
