Internet is there but we can't surf.

On pfSense 2.7.1 both Load Balance and Fileover are active.
Sometimes it happens that I cannot navigate with a browser although the Internet is active so I can connect remotely to a PC with RealVNC.
For example, now remotely I see in Dashboard/Gateway that both "Loss" is over 25%.
What I don't understand is why this happens.
WAN is a FWA with gateway monitor of IP 208.67.220.220
WAN2 is an old ADSL line with a different provider and gateway monitor of the IP 208.67.222.222.
The default Gateway is "Automatic".
Should I always have at least one active connection, or am I doing something wrong?To restore connections I often have to turn both routers off and on again.

Do you use any traffic shaping? I personally have DSL with a low bandwidth so I use CODEL as the queue algorithm.

I would look into creating a system that can manage the traffic as the appliance is running faster than your bandwidth on ADSL.
Check it out and I bet a nice traffic shaper with a limiter might fix the issues.

There is no traffick shaping configured.
I partially solved it with some changes to the DNS Resolver.
Everything seemed resolved, but this morning the problem recurred.I can't understand if it's due to the two ISPs which are different, but share part of the same line, or if there is someone who goes to touch something in the rack where the firewall is located (and then obviously doesn't say they didn't do it) .
