Limiter Bandwidth Max is 1000 Mbps

We have a few devices doing multi-gig (2 x 10 Gbps) Internet connections. I added limiters to configure CoDel as per this Sans Article.

I was surprised to discover that the maximum bandwidth allowed for any limiter and queue is 1000 Mbps.

Why is this limitation in place? I could not find any insight.
