User manager - fails to add cert if passwords do not match

After clicking save when adding a user with create certificate checked and passwords do not match, form re-appears stating that passwords do not match. Correcting passwords and clicking save creates a user without certs. when reviewing that page the create certificate part of the form is missing.

Happens on: ->CE 2.7.2-RELEASE and SG-3100 Version 21.05.2-RELEASE (arm),
and as far back as 2.4.5-RELEASE-p1(just tested).

Ok I created a bug for it but that may get changed to a feature request because that is the expected behaviour in the code. It's not what I would expect as a user though.
