A bug in Notes? Can’t have curly quotes in note title?

I am documenting this bug with a series of screenshots.

Clicking on the edit icon for the last note:

Adding an opening “curly” (or true) quotation mark and a closing quotation mark in the title:

and hitting Save. That gets to this:
