Issue with Speed Limit in pFsense+

I've encountered with the speed limit feature in pFsense+ version v23.09.1-RELEASE.

After configuring the speed limit settings, I've noticed that the download speed limit is only reaching half of the set value.
To metigate the problem I had to set it up to double the intended speed.
