Kea falls over frequently

About once a month, Kea seems to fall over and refuse to give out new leases.
Usually, a restart of the box fixes the problem.
This time, I've encountered a persistent error. The DHCP server is now refusing to give out leases across reboots. I'm seeing this in the logs.
WARN [kea-dhcp4.alloc-engine.0xc7b4ac17400] ALLOC_ENGINE_V4_ALLOC_FAIL_SUBNET [hwtype=1 <snip>], cid=[<snip>], tid=0xf62f7d32: failed to allocate an IPv4 lease in the subnet 192.168.1.0/24, subnet-id 1, shared network (none)
I'm running a Netgate 4100 on the 23.09.1 release.
When I switch back to ISC DHCP, the persistent issue goes away and lease requests that were causing failures within Kea are fine with ISC DHCP.

You've ruled out the easy one : "no more free leases / pool empty" ? See : https://gitlab.isc.org/isc-projects/kea/-/issues/2395
I've been using kea for about 3 months, using a 192.168.1.70->192.168.1.200 pool, but nearly all my devices have a "DHCP Static Mappings" assignment (lease still handed over by kea, but not out of the pool).
My DHCP LAN server setup is pretty much pfSense 'default'.Had to switch back to ISC a couple of weeks ago as I'm experimenting with the captive portal that needs DHCP options, not yet possible with kea.
Btw : I am / was using a 23.09.1 and a 4100 also. Running 24.03 BETA since last week as it is 'good enough for me'.

Yeah. Pool utilization is less than 20% at the time of the allocation failures with 100+ free addresses.
