Upgraded to 24.03.r.20240410.1729 - Long reboot time

I just upgraded to latest beta of 24.03.r.20240410.1729 from the previous beta version. During reboot after it took the 24.03.r.20240410.1729 update I've noticed unusually long reboot time so I looked at my console screen and noticed it was trying to download the Emerging Threats Open rules, Snort VRT rules, Snort GPLv2 Community Rules rules and Feodo Tracker Botnet C2 IP rules before the WAN was up.
Previous beta didn't do that during upgrade.

@Darkk I think this shouldn't be part of an upgrade process but it still is.

Upgraded to RC morning.
Hit upgrade and ran away to collect a coffee and biscuits ....
When I came back, it was nearly done, the reboot phase was already ongoing.I did saw from a distance that it did something with GeoIP tables that took several seconds, probably the new new GeoIP from Maximind that is pfBlockerng is using now ? I've just a small table 'just for the fun'.

Previous beta didn't do that during upgrade.
Things that don't need to be upgraded don't take time up grade ^^

Actually before it's linked? Did it prevent the WAN coming up?
Did it eventually succeed?
