Reads like they have CloudFlare or similar in front of their web server and the web server is offline.

@SteveITS yeah seems pretty clear what the problem is from what is posted.. See it quite often with cloudflare..

It is weird because I was on a smart phone not on the firewall in my class today and all other students had access, So cloud flare is blocking it.

@JonathanLee the way I read that is its having a hard time talking to the host, and no so much a block of your devices IP.
I see such errors most the time visiting sites (ahoy matey - wink wink) that sometimes have issues due to large amount of traffic overloading their systems or attacks, etc.
I am seeing the same error to that url.. I have no idea what that site is, or even if the url is valid?

So guess their redirect they have listening on 80 to push you towards https is down would be my guess, or maybe its never worked. Maybe your classmates that were working because they were going to https from what you posted looks like you just went to http. I see "not secure" in your url bar.
edit: if had to guess some idiot modified their site and its not listening on 80 any more because well - who uses http any more.. And forgot that its nice to have a redirect on 80 to https ;)

@johnpoz It doesn't work for http or https for me, not just that site all sites under 45.60.121.111
every California election web site everyone does that https or http.
It is so weird I checked my IP on virus total and it shows no issues and there is no issues also. My system does not allow any http so maybe that is the issue.
So both my cell phone and my home internet have issues?

My Professor said I still get credit to just explain the issues on the post so I am good for now. At&t had a fiber optical cable cut and it is messing with the airport and all sorts of things over here so maybe that is the issues also. To my knowledge I am not on any block/blacklist so that is not the issue thankfully. I agree it is something with http because it try http first for some reason. I felt excluded because everyone else had access, I was thinking dang it me and my DoT stuff and now it is stuck. This was my phone even when I am not using my home firewall still accessing cloudflare.

It is up again, I did notice something one time while working that said "docker proxy" at school, and it freaked me out like all my fears of containers data marshaling systems became a reality. What would cyber security do to mitigate such docker proxy risks... without fingerprinting how can one know something is data marshaling your systems?. Invasive containers are scary ...
