24.03-RELEASE Routed IPsec (VTI) TCP traffic issues

Hello,
In 23.09.1 Routed IPsec (VTI) with FRR works perfectly, but after upgrade to 24.03 TCP traffic has issues.
Any ideas?

@mgavrila so what did you do to fix frr/vti? did you create rules on your ipsec interface?
